If your parking brakes don't activate at all. Or are very weak you are looking around one of two things
1) the air is not being removed or exhausted from the spring brake chambers (possible internal leak in the yellow valve or a bad relay valve)
2) broken or weak  springs in the spring brake chambers.(Common problem)
