Heat Strip - is this OEM or added by PO?

In one of the basement compartments, there is a plug/cord coming out of the wall near a 120V outlet. It's a 3-prong plug with about 12 inches of wire (like an extension cord) and has a reddish-orange box in the middle of this cord just before the wire goes into the wall. There is a label on it that says "Heat Strip". It doesn't look like a factory installed device (I would expect just an On/Off switch on the wall and not a cord hanging out if it was OEM installed).

Does anyone else have a device like this? If so, what is its purpose (maybe to heat the pipes/tanks in basement area)?

       Mike, on my Marquis the heat tape wraps around my hot, cold and insta hot water lines outside of kitchen slide witch are exposed to the outside elements. Mine has two plugs and two switches. They work when plugged in to shore power or when genny is running. Hope this helps, Frank.

AFAIK it’s factory and it’s fitted to warm the water pipes that leave the heated basement area and supply the toilet room plumbing as well as the washing machine fixture in the rear of the coach.

Two of them like you describe in my coach Mike.  I know what they're for but as you know not much demand here in Cen. FL.
