On my '06 Monterey, I have two.  One is under the velcro panel in the dash.  The other is on the panel in the battery compartment back by the engine.  Hope this helps.

The book says behind a panel in the "Dash Pod"  never heard that term before. Looked hard.  UTL

When we had the transmission reprogrammed to NOT shift into 4th gear when the Jake Brake kicked on, we found the plug-in point under the velcro-ed down dash-pad.  My recollection is it was right there in plain sight and was a small, round receptacle about the size of a nickel or quarter.

If there's another receptacle, then I guess I don't need to know where it may be.  lol

Isn’t there a matching upholstered panel about a foot by several inches inserted in your dash top, immediately in front of the driver?  If so, it’s what your manual is referring to, and is simply held down by velcro.  Pry it up carefully with something that won’t damage the upholstery;  if it’s never been removed, the velcro may yet hold it quite strongly.

Besides a tech port back near the engine, one should also be under that dash panel.  Service techs need to be able to hook into the system when working either at the engine or from the drivers seat.
