Title: What is this device?

Does anyone know what this device is? It's attached to the driver side window and sandwiches the glass. That's a coaxial connection at the bottom on the inside and an eyelet on the outside of the glass.

The top one is the tuning box for a through glass antenna.  The plate outside would be where the antenna mounted.  If you can see a model number you should be able to figure out what frequency band it is for.
No idea about the bottom one.

I can't see any writing on it. I wonder if it could be used for a cell phone booster antenna?

Through the glass antennas were most commonly used for cellular antennas.  However those frequencies have changed over the years.  If it were me I would start from scratch so I know what I am working with.

Because there is a coaxial connector on the bottom of the inside tuning box, I would say it is a Through the glass CB antenna.  I don't know of any way to connect a cell phone to an antenna using a coax line.  You are missing the outside antenna and the complete setup is cheap so I would carefully just pry them off of the glass and throw them away.

I can just pry it off without damaging the glass or do I need some sort of solvent?

Based on the coax size coming in and the size of the eyelet, I'd agree with Roy that it is a CB antenna mount.

I have pried them off carefully without solvent in the past.  I usually use a razor blade scraper to get it started.  They usually only use very sticky tape to put them on with.

Use dental floss to cut the tape.  Kind of saw it,  kinda like your teeth. Then clean the glue from the glass with Goof Off.
