2008 Marquis chassis control module issues with smart wheel functions

If the tech could not find the module how did he manage to check the related wiring IE the clock spring and switches .
I wou!d take Steve's advice and first locate the module and then using the wiring diagram pin out the wires for the wheel checking the switches and wiring back to the module also check for power and grounds.
Seeing as that the only moving parts in the system are the switch and clock spring, and the clock spring is a common failure I would suspect that over the module.

As I used to teach my apprentices automotive computers and modules don't die there murdered meaning seldom does the module just stop working it's usually an out side force which spells it's demise such as a voltage spike ,reverse polarity or a short / over current condition .
Assuming that no one has inadvertently tested the module incorrectly / to death. The problem will usually lie in a wiring issue such as switch or wire connection.
In the case of the steering wheel controls the clock spring which consists of a ribbon of millar plastic material which a printed circuit is applied and then coiled into a plastic case , the ribbon coils and uncoils each time you turn the steering wheel this action eventually cracks the millar breaking the circuit.
The connections to the clock spring at the lower end of the steering column have been known to get hit and pull apart as well

As I said earlier I would find the module and do my own testing before condemning the module .
It very well may be the module but if it is you need to know what killed it before installing the new one in.
Unfortunately some of the murders escape undetected
 In dry climates static electricity introduced by the driver through the meet touch of a switch is sometimes enough to take of a module or curupt it's programing.

I was mistaken. The diagrams for the Smart Wheel Controller I referred to earlier do not include the 08-09 Marquis. We also have a set of diagrams for the 08-09 Marquis with Kongsberg but unfortunately they do not appear to show the actual Kongsberg wiring (at least I was unable to locate it).
If any 08 09 Marquis owners have a set of wring diagrams showing the actual Kongsberg PLEASE contact me so we can get a copy on the Forum.

Page 170 of the Marquis 08-09 w/Kongsberg diagrams shows the layout of the front and rear CCM modules. No part# is listed on the dwg but an iRV2 post indicates the Monaco # as 16623981. The Megatech # E0200B01. Apparently Kongsberg used the Megatech module. The layout of the front module shows a wiper fuse but nothing regarding the other smart wheel functions.
Since the module is no longer manufactured and will probably be very pricey if you do locate a used one, I would double check the connectors coming from the smart wheel (should be in the steering column).

Not sure which model you have, my experience with VIP smartwheels is usually the "clock spring" Eventually they leave carbon tracks where the 2 spring loaded carbon brushes rub the contact internal track. Yours is the spring loaded type that comes pre-wound with a taped seal to secure it in location while you are installing it. Give VIP a call for help. If the tape came loose, re-wind 1 3/4 turns and tape it before installation. Good luck, Fred

Attached are two wiring diagrams that show the VIP Smart Wheel connections for the CCM. Also, attached is an image of the CCM with connectors J1 and J8 called-out. It appears that the Smart Wheel is connected via J1, pins 24 & 25 and the windshield wiper motor is connected via J1 pin 19 and J8 pins G & H.

X2 on what Frank said, there is a lot of information on the Monacoers and IRV2 forums related to the CCM, some specific to the Smart Wheel issue that you are experiencing.
