Title: Water fill valve

1999 40' patriot.  My water pump runs continually.  The water fill valve is turned off, but I can hear what seems like water running through the water fill valve.  It is a Manuel valve not electric.  Can these valve stick or by pass within the valve?  Can they be take apart or is there a problem somewere else?  There are no external leaks.

It sounds like the pump is either not able to build pressure to satisfy the cut off switch and a leaking water fill valve would give that symptom. If you have good access where the manual valve is located consider changing it over to a ball valve type. As a diagnosis if the hose at the input or output end of the valve is the braided plastic flexible type you could take a pair of vice grips and pinch it off and see if that resolves your pump issue.

The pumps themselves can have issues with built in check valves and pressure switches that fail. A measure of the output pressure would help diagnose those problem sources.
