I cant find the shut off for a water drain

Does your coach have an electronic water fill valve? I assume it does, as Mr. Warren suggested.
Do you know the location of the electronic water fill valve? In our coach and if not, then look in the basement door immediately fore of the water bay door. Stick your head in the door and look to the right. On the wall, you should see a wall cover plate , about 1' high by 2' long. Remove the plate; it is held onto the wall by spring snaps. Inside the box behind the plate, you should see the water pump, a filter, plumbing pipes, etc., and a Red Hat valve. The Red Hat valve is the electronic water fill valve. If it is original, or otherwise old, then it could be getting weak and need replacing. Also, excessively high shore water pressure could be overpowering its ability to stop the water flow to the water tank. Flip the water fill switch while listening to the valve; you should be able to hear it working. I replaced our Red Hat valve with a US Solid rotating ball valve found on Amazon.
If the above doesn't sound like your problem, then keep looking. lol

On page 2 of your owner's manual, it shows a picture of the water compartment with an assortment of service valves. One of the valves it shows is the freshwater tank fill valve. It is used when you are connected to city water. The issue could the valve is partially open just enough to continue to fill the tank. The other choice is the internal silicone seal is worn out inside the valve. Some Ace hardware stores carry these valves. It is a 3-way valve. The inside seal can be changed from the outside by removing the knob then the serrated cap under it. Be careful to check the orientation of the valve internal seal.
