Wiring for fuel sending unit

I have a 2008 Beaver Marquis. The fuel sending and reading function has always been suspect. Gauge reads in the neighborhood, but I never trust it. Additionally, the Alladin does not ever read any fuel quantity functions. When trying to figure out what is causing it, I found that only two of the three fuel sending wires are connected. The third wire is labeled something like VCG IGN. It has been cut off about three inches from the remaining terminal connection on the fuel sending unit. The original owner said he upgraded original Aladdin Junior system up to the current Aladdin system. He does not know when the wire was cut. Is this as simple as reconnecting the cut wire to the remaining terminal on the fuel sender? Any help is appreciated.
