batteries do not keep charge

2005 Beaver Monterey C9
I am plugged into 120 volt circuit at a storage facility. But my batteries don’t charge. RV mobile service tech found bad surge transfer switch , model # 4250.Replaced transfer switch.  After charging batteries a short time later batteries didn’t have enough charge to keep my Xantrex Freedom 3000 engaged let alone start engine. I have new (less than one year old start and house batteries ...4 house batteries are wet batteries...
Is 120 volts enough to keep batteries charged? Any help will be appreciated.

Even a 120v, 15 amp circuit is enough to keep the RV's batteries charged... as long as the inverter/charger's Power-Sharing function is turned down so that the charging function does not demand too many amps for the circuit to supply.  I have kept six 6-volt house batteries and two 12v chassis batteries successfully charged on a 120v, 15 amp circuit.

By the sounds of it you have no charging system active in the coach .
As you have had shore power problems ( bad transfer switch) I would start by verifying the battery voltage on the coach bank first with the shore power connected you should have at least 13.2 volts if the charge system is working.
Next check to see if you have any pass through
Power going through the inverter to the outlets which are feed by the inverter with shore power.

You may have a triped breaker for the inverter which would render the charger system inoperative
Also check to make sure the charge function in the inverter is turned on.

definitely look for a tripped breaker in your inverter/charger.  I experienced that once
