Ask Dave; Rev limit for Jake brake use C-13

Dave, Read on another forum that, according to a long-haul trucker, he would avoid using his Jake brake when over 1900 RPM. Said valve train damage would occur. He said he would tap the service brakes to reduce speed/RPM to less than 1900 RPM, then use his Jake.
Any validity to this? I thought the higher RPM, the more effective the Jake brake?
