Cloth ceiling material in 2004 Monterey

The white fabric material on the ceiling on our 2004 Beaver Monterey is deteriorating.

Every day we find a fine white powdery substance on all counters, tables, and window valences.

Has anyone experienced this?   If yes, what did you do to prevent it ?

I was thinking of spraying Scotch Guard on the ceiling but not sure it will prevent the "snow" falling.

Is the headliner material a white short haired nylon carpet type material  if so it is a labeled in the marine industry as hull liner
Is is usually pretty tough stuff which can be cleaned using super purple degreaser and a carpet shampooer to remove cooking grease and water stains but if it's disintegrating it's probably done.
The material was glued to the ceiling with a material spray contact type cement it would be a big job to peel it and replace it but it's possible.
