I think what you have is an after market filter where the 1R-0751 final filter would go. Being white it is not a Cat filter. I do not own a C9, so I am not absolutely sure of this but your manual should point out what filter that unit is for.
When you do the cross reference to other filter suppliers, all that assures is that the filter will physically fit the holder and not that it is an equivalent filter for removing harmful particles. I would change that filter to a Cat 1R-0751 high efficiency, they are not that expensive, and far superior. The Racor is a good primary filter and I would stick with that brand also.
The other dipstick looks like a transmission dip stick that could be used when the transmission is warm per the manual procedure. You should also be able to check that fluid level warm using the transmission control panel procedure in the manual which you are probably already doing.
