Solar panel not charging house batteries

The solar charging system on our 99 Beaver Marquis apparently is not charging the house batteries.  I found this out by pulling the fuses in the battery bay and checked for voltage with the batteries disconnected.  The chassis battery system is producing up to 18v with full sun, the house battery system is 0v.  Would like to at least have the chassis battery system be adapted to charge the house batteries so we do not have to run the generator for several hours each day when dry camping.  Have tried to locate the solar controllers, but not sure what they look like and where they are mounted.  I do have the Siemens installation guide, but have not found anything that looks like the controllers shown on page 6 and 7.
I suppose the best solution would be to find out why there is no voltage to the house battery fuse.  Is it possible one of the solar panels is not working? or is the problem with the controller?

Also have a Heart Interface Digital Echo Charge device mounted near the batteries, but have no idea if it is working or if this has anything to do with my problem.

On a different issue, on a past post I made some time ago I asked about issues with air disc brakes.  Best solution was to reprogram the jake brake and transmission for the jake brake to down shift to 5th gear instead of 4th gear.  This has made a huge difference in driving the coach and greatly reduced the reliance on the brake system.  Driving in freeway traffic or two lane roads works best with the jake brake switch on all the time.  Thanks to all who made suggestions on this change.

First the Echo Charger is designed to charge the chassis batteries only when the house batteries are being charged, and not the other way around.

Your factory solar panels are intended to maintain the charge status of your chassis batteries and only produce enough current to overcome the constant battery drain caused by the ECM (Engine Control Module). You can wire them to charge both battery banks if you use adequate rated diodes to prevent one battery bank from draining the other one, but you will not see enough current from the solar panels to the house batteries to make any reduction in your generator time when dry camped. However, you will increase your chance of having a dead chassis battery bank under some conditions.
